Error: PLS-00254: OUT and IN/OUT modes cannot be used in this context

Causa: Actual parameter mode (OUT, or IN/OUT) is not used properly in USING clause. For USING clause in an OPEN statement, only IN mode is allowed.

Acción: Change the parameter mode in the USING clause to an appropriate mode.
